根据当前和未来的业务需求,在恰当的时间以恰当的成本协调电子政务服务资源、持续满足公众和企业的服务需求是电子政务服务能力管理的根本目标,而电子政务服务能力战略管理则是达成这一目标的首要步骤。鉴于有关政府职能部门战略管理对电子政务服务能力的影响关系尚缺少实证成果的支持,本文在电子政务服务能力测评模型的基础上,引入战略管理因素,尝试分析了战略管理与电子政务服务能力组成要素之间的影响关系与影响路径,以期为政府职能部门电子政务战略管理的切入点及着力点提供事实与理论依据。
