本文通过分析印尼Paiton电厂项目,找出其不成功的原因,吸取经验教训,避免重蹈覆辙。主要的经验教训是:①市场对项目产品的需求比购买担保更重要,购买协议中应包括适当的控制措施保证产品的需求;②注意电价调节机制作为降低风险措施的局限性,应预测极端事件并把它排除在收费调节机制之外;③尽量降低单位成本(整个项目生命周期成本),避免建造非生产性设施;④注意“高风险高回报”风险管理策略的不利因素,避免该风险管理策略用于纯风险。这些教训对今后类似的电厂项目有重要的参考价值。
By analyzing the project of Paiton power plant in Indonesia, this paper finds out the reasons for its unsuccessful, draws lessons and avoids repeating the same mistakes. The main lessons are: ① the market demand for project products is more important than the purchase guarantee, the purchase agreement should include appropriate control measures to ensure product demand; ② pay attention to the price adjustment mechanism as a measure to reduce risk limitations should be predicted extreme events And exclude it from the charging adjustment mechanism; ③ try to reduce the unit cost (the entire project life cycle cost), to avoid the construction of non-production facilities; ④ attention to the “high risk and high return” risk management strategy unfavorable factors, to avoid Risk management strategies are for pure risk. These lessons have important reference value for similar power plant projects in the future.
