近年来,企业实行三项制度(劳动、工资、保险)改革和进一步深化这项改革,涉及改革类信访量也增多。笔者就三项制度改革类信访问题产生的原因、难点及对策谈些浅见:一、三项制度改革类信访增多的主要原因1、因直接触及部分职工的切身利益而引发信访。主要表现:劳动用工制度改革,加强一线橡胶生产力量,压缩非生产人员。两年来,我们企业机关并转科室,精减机关勤杂工,基层单位压减非生产人员,全场共压减355人,占企业全员4.1%。一些职工在实行合同制和优化组合中,或被辞退,或被解除劳动合同,或因未组合而下岗,从而形成二次待业。为了生活,他们不得不想办法,找工作,或找上级部门解决实际问题。
In recent years, enterprises have implemented three systems of reform (labour, wages, and insurance) and further deepened this reform. The volume of letters and visits involving reforms has also increased. The author discusses the causes, difficulties and countermeasures of the three types of system reform letters and visits: First, the main reasons for the increase in the number of letters and visits in the three types of system reforms. 1. Initiation of letters and visits due to direct contact with the immediate interests of some workers. The main performance: reform of labor and employment system, strengthen the production of first-line rubber, and reduce non-production personnel. In the past two years, our corporate agencies have transferred departments, reduced the number of workers in the offices, and reduced the number of non-production personnel in the grass-roots units. The total audience reduced 355 people, accounting for 4.1% of all employees. Some employees in the implementation of the contract system and the optimization of the combination, or was dismissed, or was terminated the labor contract, or laid off because of not combined, thus forming a second unemployed. In order to live, they have to find a way to find a job, or find a higher-level department to solve practical problems.
