目的本文在深入调查研究的基础上,了解乡镇卫生院的收入渠道,根据“核定任务,核定收支,绩效考核补助”的补偿政策模式测算全疆乡镇卫生院实施国家基本药物制度,药品零差率销售,政府应补偿的各项费用,对完善国家基本药物制度提供建议。方法采用查阅文献、访谈法获取相关数据。结果实施基本药物制度实行零差率销售后,乡镇卫生院的收入渠道只有医疗服务收费、政府补助。政府在药品零差率销售、聘用人员工资、基本公用经费等方面都要给予补偿。结论通过研究,农村基层医疗卫生机构在各项经费足额到位的基础上,实施国家基本药物制度能够从机制上切断目前以药养医的趋利行为,规范医生诊疗行为,促进合理用药,从源头上解决群众“看病贵”问题,恢复医疗卫生机构的公益性。本研究通过调查分析后,测算出实施国家基本药物制度政府需补偿的各类经费,为实施基本药物制度政府补偿提供了理论参考依据。
