在全球金融危机基本见底,以经济周期性复苏为标志的后国际金融危机时代已经来临的大背景下,我国石油企业也迎来了难得的发展机遇和挑战。石油企业要实现持续、有效、快速发展,人才是企业最根本、最重要的竞争优势和可持续发展的宝贵资源。特别是最近中央召开的全国人才工作会议确立的新时期国家人才发展战略目标,对企业人力资源管理提出了新的任务和要求。企业培训作为决定和影响企业人力资源开发水平和实力的关键因素,必须对当前面临的新情况、新问题进行深入分析和研究,从而树立新的培训理念,转变培训策略,增强培训创新能力,推动企业人力资源管理创新,为企业发展提供强有力的人才支撑和智力保障。
Against the backdrop of the post-international financial crisis, which has basically bottomed out in the global financial crisis and marked by the cyclical recovery of the economy, the petroleum enterprises in our country have also ushered in rare opportunities for development and challenges. To achieve sustained, effective and rapid development of oil enterprises, talent is the most fundamental and important competitive advantage and an invaluable resource for sustainable development. In particular, the strategic goal of national talent development in the new period established by the National Talents Conference held recently by the Central Government has set new tasks and requirements for the management of enterprise human resources. As a key factor in determining and influencing the level and strength of enterprise human resource development, enterprise training must conduct in-depth analysis and research on the new situations and problems now facing so as to establish a new training concept, change training strategies, enhance training innovation capability, and promote Enterprise human resources management innovation, for the development of enterprises to provide strong support and intellectual talent support.
