This paper comprehensively summarizes the implementation of the State Council letter of [1995] No. 120 issued by the State Council over the past year. It mainly describes the major measures and breakthroughs made by the Ministry of Forestry and other provinces (autonomous regions and municipalities) in the administration of logging quotas and tree harvesting management. Further implementation of the letter No. 120 documents put forward specific ideas.
