针对贫穷国家的传统双边对外援助项目,旨在推动落后地区的进步与发展。随着这种对外援助方式的价值与影响的不确定性的增加,管理和提供国际援助的国家部门与机构也面临越来越多的质疑。这引发了发展政策学界的热烈讨论:到底怎样的组织和治理形式才能最好地实现援助国家的国际发展功能?在组织设计和绩效有深入研究的公共行政学者,还需要更大程度参与该领域的研究和辩论。本文分析了有关援助者治理的一些现有争论,并通过汲取公共行政学的理论视角,为解决目前所面临的援助者治理困境提供指导。
The traditional bilateral foreign aid project aimed at poor countries aims at promoting the progress and development of backward regions. With the increase of the uncertainty of the value and influence of this kind of foreign aid, the state departments and agencies that manage and provide international assistance are also facing more and more questions. This has led to a heated debate among development policy academics: what kind of organization and governance forms best serve the international development function of aid countries? Public administration scholars in-depth study of organizational design and performance need to be more involved in this area Research and debate. This article analyzes some of the current controversies about aid governance and draws on the theoretical perspective of public administration to provide guidance on how to address the current dilemmas of aid donors.
