本文介绍了公共图书馆人力资源管理的现状和问题,揭示了公共图书馆人力资源管理观念陈旧、管理模式滞后而且缺乏竞争机制,要想使公共图书馆事业发展,人力资源管理创新势在必行。文中提出公共图书馆旧人事制度管理中的管理观念和管理模式两方面存在的弊端,提出现代人力资源管理创新发展的对策,即必须树立人才是第一资源观念和构建人力资源的环境要素。
This paper introduces the current situation and problems of human resource management in public libraries, reveals the outdated concepts of human resource management in public libraries, the lagging management mode and the lack of competition mechanism. To make the development of public libraries a reality, human resources management innovation is imperative . This paper puts forward the defects of management concept and management mode in the management of the old personnel system in public libraries and puts forward the countermeasures of innovation and development of modern human resources management, that is, we must set up the concept of human resources as the first resource and the environmental elements of human resources.
