2009年1月27日,美国参议院提出了2009财年刺激美国经济的庞大计划。对于刺激经济,人们往往把注意力放在给银行等金融机构注入了多少资金,给亏损甚至面临倒闭的企业提供了多少“救命钱”。但是人们往往忽略了在这个庞大的救市计划中实际上还包含了促进和支持有联邦政府投入的研究开发(R&D)项目的经费。例如,参议院建议2009年对联邦政府的R&D追加投入近120亿美元,其中有22亿美元用于建设研发设施和主要设备。而前不久(1月15日)众议院通过的刺激经济计划中,这方面的经费还要多一些,达到了132亿美元(其中37亿投向基础设施和大型研究设备)。
On January 27, 2009, the U.S. Senate proposed a massive plan to stimulate the U.S. economy in fiscal year 2009. To stimulate the economy, people tend to focus on how much money is being injected into banks and other financial institutions and how much “help money” is provided to enterprises that are losing or even failing in business. But people often overlook the fact that this massive rescue package actually includes funding to promote and support research and development (R & D) projects with federal funding. For example, the Senate has proposed that nearly $ 12 billion be added to the federal government’s R & D investment in 2009, of which $ 2.2 billion will be spent on R & D facilities and major equipment. In the stimulus package recently passed by the House of Representatives (January 15), more funds were needed in this area, reaching 13.2 billion U.S. dollars (of which 3.7 billion was for infrastructure and large research facilities).
