1994年我区渔政工作在各级领导的重视和支持下,全体渔政管理人员发扬艰苦奋斗、无私奉献的精神,取得了新的成绩。全年共发生案件210处理203起,破案率96.7％,依法处理271人,索赔款项10.7万元,罚款9.13万元,没收网具、用具折款7.6万元。我们的体会是: 一、领导重视是搞好渔政工作的关键 我区渔政工作起步晚,管理手段落后,加之人们渔业法制观念淡薄,渔政执法阻力、难度很大。近年来,我区各级领导加强了对渔政工作的领导。一是地委、行署在宣传《水法》的同时,开展了宣传《渔业法》的活动。举办了新闻发布会,邀请了河南日报社、商丘日报社、商丘电台、电视台等新闻单位参加,加大宣传力度。地委副书记庄敬山和有关领导答记者问,地区水利局孙永亮副局长就有关渔业法规进行了宣讲。同时各县政府也开展了宣传活动,震动较大,起到很好的效果。二是经公检法司部门批准,在各县市、各大型渔场、重点渔区设立了水政、渔政执行室,配备2～5名执法人员,及时处理渔事案件。三是各县市政府召开经济工作会议,都把发展渔业列为重要内容,并强调搞好渔政管理工作,切实为养鱼者保驾护航。

Our experience is: First, the leadership is the key to doing a good job fishery key work in our region started late fisheries management, management tools behind, coupled with the people’s legal concept of fisheries weak, fishery law enforcement resistance, very difficult. In recent years, leaders at all levels in our region have stepped up their leadership over fishery work. First, the prefectural committee and administrative office propagandized the “Water Law” and carried out activities to promote the “Fisheries Law.” Held a press conference, invited Henan Daily, Shangqiu Daily, Shangqiu radio and television stations and other news units to participate, step up publicity efforts. Zhuang Jingshan, deputy secretary of the prefectural party and a reporter from the relevant leaders asked the deputy director of the Regional Water Conservancy Bureau Sun Yongliang about the fishery regulations preached. At the same time the county government also launched a promotional activities, vibration larger, played a very good effect. Second, with the approval of the department of public prosecution and law department, the water administration and fishery administration room has been set up in all counties and cities, major fishing grounds and key fishing areas, with 2 to 5 law enforcement officials to deal with fishing cases in a timely manner. Thirdly, all counties and municipalities held economic work conferences, all of which made the development of fisheries an important part of their work. They also emphasized that they should do a good job in fishery management and effectively escort fish farmers.
