千百年来,土地一直都是中国农民赖以生存和发展的重要保障。在中国,农村居民人人享有土地,是整个国家稳定的基石。在中国的历史上,每个朝代的没落,都源于农民失去土地;而每个朝代的崛起,都伴随着“耕者有其田”的政治举措。改革开放以来,随着城市化进程的不断推进,农民工不论走多远,因为有着土地的牵绊,不管城市多么陌生,他们都有着自己的心灵归属。土地,是安心土。直到某一天,跟了自己大半辈子的土地,因为某项市政规划的需要,即将变成一条宽阔的马路的一部分,或是一条商业街的一角……经济补偿是有限的,农民们的心却陷入了无边的空泛,尤其是年长者。对于许多农民而言,失去土地,就像是落叶归不了根。那么,该如何让被征地农民重新拾回“安全感”?作为福建省的先行者,晋江市摸索出了一条被征地人员养老保险的“先行路”。也许,我们在他们的摸索之路里,能得到一些启发和感悟。
For thousands of years, land has always been an important guarantee for the survival and development of Chinese peasants. In China, the rural people enjoy the land for all and are the cornerstone of the stability of the entire country. In the history of China, the decline of each dynasty stems from the peasants’ loss of land. The rise of each dynasty is accompanied by the political move of “cultivators have their own fields.” Since the reform and opening up, with the progress of urbanization, farmer migrant workers no matter how far away, because of the tie-in of land, no matter how unfamiliar the city, they all have their own spiritual ownership. Land is peace of mind. Until one day, with the land of his life, because of the needs of a municipal planning, is about to become a part of a wide street, or a corner of a commercial street ... ... Economic compensation is limited, but the hearts of peasants Into the boundless voids, especially the elderly. For many peasants, losing land is like losing roots to fallen leaves. So, how to get the land-expropriated peasants to regain their sense of security? As a forerunner in Fujian Province, Jinjiang City has worked out a “first way” for the pension insurance of land-expropriated personnel. Maybe we can get some inspiration and insights in the path of their exploration.
