当前,在区域经济一体化推动下,区域人力资源开发合作机制迅速发展。但区域人力资源开发普遍缺乏一致性的规则,缺乏必要的法律保障,多是以一种倡导式的非制度性的合作协调机制来运行,政府相关体制改革和机制建设明显滞后。由于缺乏全国性的统揽全局的有效协调,区域内的各级人力资源主管部门和各级政府的人力资源开发规划和人力资源政策、措施主要是考虑本地区的局部问题和局部利益,一方面造成竞争失度,另一方面又影响了人力资源的合理流动。由于缺乏科学的系统规划和宏观指导,还造成了某些产业、某些部门和某些领域人力资源开发在低层次上的重复建设。
