After the economic recovery, Hong Kong was gradually developed into a port city dominated by entrepot trade. Since the 1970s, not only the manufacturing industry and foreign trade have continued to develop, but also the tertiary industry such as finance, real estate and tourism has been booming. In order to win the fierce international economic competition, various industries have adopted advanced technology and equipment and modern management methods . Under such circumstances, the relevant authorities and manufacturers are aware that the poor quality of the workforce, the lack of highly-skilled employment personnel and managers with modern management experience have become obstacles to the continuous economic development of Hong Kong.
