日前,中国人民银行已经和信息产业部达成协议,同意电信用户缴费信息接入个人征信系统,并已经责成各地人民银行和电信企业推进这项工作。按照这个协议,如果一个用户无故欠费超过2个月,相关信息就会被银行记入个人信用报告,这不仅要直接影响到对该客户发放贷款,甚至可能影响到该客户生活的方方面面。为此,群众对此“联姻”极为反感。因为“联姻”对象偏偏是群众意见比较大、在消费者心目中本来就有诚信缺陷的电信企业。这种“联姻”一旦成为事实,将会进一步助长企业的霸道行径,而使本身就处在弱势地位的广大消费者的合法权益更难维护,地位更难保障。银行可以考核自己客户的诚信度,有什么资格对电信行业的客户进行诚信度考核?而从现在许多事实特别是服务规范来看,我们的银行本身就因不少做法令人对其诚信度产生怀疑,这样的企业,也有资格充当社会人信用的“法官”?
