频发的矿难一再麻木着人们的神经。过去的几年里我们对于治理矿难似乎想尽了一切可能的办法,也似乎一直在试图借鉴国际上的成功经验。但是具体落实和实际执行的效果如何呢?不论是关停小煤矿,还是大幅度提高死亡赔偿标准,还是要求管理人员下矿井,也包括产权改革尝试,似乎都没有从根本上遏制矿难的发生,甚至于今年8月22日,国务院向全国发出《关于坚决整顿关闭不具备安全生产条件和非法煤矿的紧急通知》,要求所有参股煤矿的公职人员和国企负责人在9月22日前必须撤资。但最后,都是虾兵蟹将浮出水面,大人物根本不需入股就能尽得其利。
