上篇:房改冲击“川九人” 近年来,随着国家整体改革步伐的加快,我国住房制度的改革,已开始从计划经济条件下的全福利房制度逐步向住房商品化发展。 川煤九处作为一家老企业,长期以来,基地建设严重滞后,职工无住房的矛盾异常突出。为有效缓解矛盾、稳定职工队伍,1992年原中煤总公司计划从当年开始逐年拨给该处总投资为3000多万元用于职工住宅、办公楼和学校的修建,干部职工喜上眉梢,企业由此活力大增,对外开拓实力增强。但谁知天有不测风云,1994年底上级主管机关重新作出决定:从1995年起对该处基地建设不再投入,企业开始被全面推向市场。就这样,职工住宅建设被迫搁浅,至1996年度该处基地建设才完成总投资1358万元,总面积27133平方米,其中住宅面积23694平方米,仅解决401户

At the end of 1994, the higher authorities re-decided: starting from 1995, the construction of the base will no longer be put into operation and the enterprises are beginning to be brought to the market in an all-round way. In this way, the construction of workers’ housing was forced to run aground. Only a total investment of 13.58 million yuan was completed for building the base in 1996, with a total area of 27,133 square meters, of which 23,994 square meters was residential area, only 401 households
