以泉水为主要补给源的水磨河，存在着人为因素诱发的水土流失问题。由于流域在干旱半干旱的新疆低山丘陵区，位于乌鲁木齐近郊，所以，流域水土保持规划不仅要考虑经济效益，更要考虑生态效益和社会效益；不仅要考虑生物和工程措施，还要考虑水资源的承载能力。
