目的采用六西格玛管理发现新兴行业中存在的职业病危害因素并形成一套系统、切实可行的标准化流程,以提升职业病防制(下称职防)工作应对高新技术生产带来的挑战。方法按照六西格玛的五阶段法(DMAIC)实施,即按照定义—测量—分析—改进—控制5个阶段,全面审视职业病危害因素预防控制工作并重组和优化职防服务流程。结果找到影响新兴行业职业病危害因素预防控制的主要原因为接受评估企业未申报(38.6%)、缺少生产技术资料(26.3%)、企业阶段性大量生产使用(21.0%)和职业病危害因素评估机构未发现(10.5%)等4个主要问题,占全部原因的96.4%。针对这些原因,制定形成34个标准流程,涵盖生产企业管理和职防机构管理的各个方面。结论应用六西格玛管理可以使职业病危害因素预防控制工作实现流程标准化和规范化,整体上实现职防服务质量的提升,满足社会和企业多层次的需求,既可保障劳动者职业健康又有助于新兴行业的可持续健康发展。
Objective To find out the occupational hazards existing in emerging industries by using Six Sigma and to form a set of systematic and practical standardization processes to enhance the challenges posed by high and new technology in occupational disease prevention (hereinafter referred to as occupational disease prevention). Methods According to the five-stage six-sigma method (DMAIC), that is to say, according to five stages of definition-measurement-analysis-improvement-control-a comprehensive examination of the prevention and control of occupational hazards and reorganization and optimization of the service protection process. Results The main reasons for the prevention and control of occupational hazards in emerging industries were the undeclared enterprises (38.6%), the lack of production technical information (26.3%), the mass production use by enterprises (21.0%) and the occupational disease hazard assessment agencies Four major problems (10.5%) were found, accounting for 96.4% of the total. For these reasons, the development of the formation of 34 standard processes, covering all aspects of production management and prevention agencies management. Conclusion The application of Six Sigma can standardize and standardize the flow of prevention and control of occupational hazards. As a whole, the quality of service for prevention and treatment can be upgraded to meet the needs of the society and enterprises at multiple levels.
