由国家科委和鄂豫皖三省联合组织的第四次大别山贫困地区经济开发会议,于1989年12月9日至14日在河南省南阳市举行。会议的主题是研究在当前治理整顿和深化改革的大环境下,如何将大别山区的扶贫工作引向深入:部署“八五”期间“脱贫工程”的奋斗目标和实施方案,使今后扶贫工作与我国经济发展第二阶段的战略相衔接。国务委员、国家科委主任宋健在大会上作了《依靠科技进步是扶贫工作得以成功的关健》的报告。国务委员、中央扶贫工作领导小组组长陈俊生和国家科委副主任郭树言分别作了重要讲话。中央和国家机关十多个部委(室、组)及全国九片贫困区域所在省区的有关领导和专家应邀参加了会议。
The Fourth Economic Development Conference for the Dabie Mountains Poor Areas jointly organized by the State Science and Technology Commission and the three provinces of Hubei, Henan and Anhui Province was held in Nanyang, Henan Province from December 9 to December 14, 1989. The theme of the conference is to study how poverty relief in the Dabie Mountains can be diverted in the current environment of rectification and deepening of governance: to deploy the objectives and implementation of the “poverty alleviation project” during the “Eighth Five-Year Plan” so that poverty alleviation work in the future The strategy of the second phase of economic development in our country converges. State Councilor Song Jian, director of the State Science and Technology Commission, made a speech at the conference on “relying on scientific and technological progress as the key to the success of poverty alleviation.” State Councilor Chen Chunsheng, head of the leading group for the central government in poverty alleviation, and Guo Shuyan, deputy director of the State Science and Technology Commission made separate speeches respectively. Relevant leaders and experts from more than 10 ministries and commissions (chambers and groups) of the central and state agencies and the nine provinces in the poor areas of the country were invited to attend the conference.
