工程项目的费用控制是工程建设管理的重要组成部分。所谓项目费用控制,就是在投资决策阶段、设计阶段、采购阶段和施工阶段把项目投资发生的费用控制在批准的投资限额以内,随时纠正发生的偏差,确保项目投资管理目标的实现。每个项目在实施过程中都有一个总目标,即项目的总工期、项目的总投资和对工程质量的要求。因此,需要建立贯穿于项目全过程的费用估算与控制流程。
