2001年初广西壮族自治区水利厅明确提出按“五好工程”的标准抓好水利工程管理,横县在开展创建“五好工程”中使濒临倒闭的水利工程单位发生了令人鼓舞的变化,从中得到启示和体会,证明区水利厅提出加强水利工程管理工作,创建“五好工程”的决策是正确的。
