一、前 言 “七·五”能源工作已经完成。回顾过去的工作,对照“七·五”能源工作规划,我们进行了认真的分析与反思,深刻的感受到,由于“七·五”能源工作规划只偏重企业能源消耗的预测,而对企业能源基础工作,企业能源科学管理等几乎未涉及到,缺乏系统概念,不能很好地指导企业中期能源工作。因此,可以说,“七·五”企业能源工作规划具有单一,片面性,不利于企业能源工作向着标准化、科学化、程序化方向发展。在“八·五”来临之际,有必要对企业中期能源规划模型进行系统分析,建立起适合企业能源管理特点,指导企业中期能源工作的企业能源管理中期规划模型。
I. INTRODUCTION The “July 5th” energy work has been completed. Looking back at the past work, we conducted a serious analysis and reflection on the “7th Five Year Plan” energy work plan. We deeply felt that since the “7th Five Year Plan” energy work plan only focuses on the prediction of energy consumption of enterprises, and on corporate energy Fundamental work, enterprise energy science management, etc. are almost unrelated, lack of system concepts, and cannot guide enterprises’ mid-term energy work. Therefore, it can be said that the “7th Five-Year Plan” enterprise energy work plan has a single, one-sided nature, which is not conducive to the development of corporate energy work in the direction of standardization, scientific, and procedural. When the “8th Five-Year Plan” approached, it was necessary to carry out a systematic analysis of the medium-term energy planning models of enterprises and establish a mid-term energy management planning model that suits the characteristics of energy management of enterprises and guides the mid-term energy work of enterprises.
