山西省五台县邮电局以优化群体结构,增强职工冲刺意识为出发点,采取兵选将、将点兵、定效益、搞承包的办法,全员实行劳动优化组合,有效地发挥了整体效应。近几年来该局也曾进行过一些改革,但收效不大,各生产单位干部嫌职工难领导,职工埋怨干部管理不善等“内耗”现象不时出现,日趋严重。为消灭“窝里斗”,减少“内摩擦”,充分发挥群体效应,工作满负荷运转,该局从今年3月份起,大胆改革劳动人事制度,实行全员劳动优化组合。其具体办法是:局里印制调查卡,设“你选谁当班组、局室领导”、“你能干何工作”等栏目,让职工选荐28名领导干部。在民主测选出局长之后,再由局长择优聘用股、室、班、组等
