上海市蔬菜区积极推广运用喷灌新技术,目前已发展到12万亩。它改变了千百年来肩挑手浇的传统灌溉方式,促进了蔬菜的高产稳产,提高灌水生产率27倍,节约土地7%,对蔬菜均衡上市,满足全市人民的生活需要起了重要作用。同时,使菜农改善了劳动条件,看到了农业现代化的前景。蔬菜怕涝,也怕旱,要“少吃多餐”。如何保证蔬菜淡季不淡,均衡上市,这是全市人民普遍关注的大问题。为保证市民吃菜,1978年市府决定以菜区为重点发展喷灌事业。这时,44岁的卢爱诚工程师从江苏省水利厅调到了上海市排灌公司。
