改革行政审批制度，是适应我国入世新形势、促进社会和经济发展的需要，也是从源头上预防和治理腐败的根本性措施之一。我认为，改革行政审批制度必须严把三个环节：首先，严把清理环节，夯实行政审批制度改革基础。全面清理行政审批事项是实施行政审批制度改革的前提和基础。 Reforming the administrative examination and approval system is one of the fundamental measures to adapt to the new situation of China’s accession to the WTO and to promote social and economic development. It is also one of the fundamental measures to prevent and control corruption from the source. In my opinion, the reform of administrative examination and approval system must be strict with three aspects: First, strictly clean up the links and consolidate the basis for the reform of the administrative examination and approval system. To completely clean up administrative examination and approval matters is the precondition and foundation for the implementation of the reform of administrative examination and approval system.
