当前,深化义务教育均衡发展已经成为我国基础教育改革与发展的关键,从教育内部最核心要素——课程的角度来看,课程全纳应该是深化义务教育均衡发展的应有之义。课程全纳在价值预设上既追求教育过程中底线公平的基本伦理,又充分关注不同学生差异发展的现实诉求。课程全纳在课程目标上关注“最低要求”基础上挖掘学生潜能;课程内容上强调“共同课程”基础上关注学生差异;课程实施上注重自主学习基础上加强学生合作;课程支持上实现人的共性需要基础上满足个体特殊需要。
At present, the deepening of the balanced development of compulsory education has become the key to the reform and development of China’s basic education. From the perspective of the core element of education - course inclusion, curriculum inclusiveness should be the proper meaning of deepening the balanced development of compulsory education. Course Inclusion focuses on “minimum requirements” based on the goals of the course to explore the potential of students; emphasizes on the content of the course “difference of students” on the basis of “common course”; emphasizes on strengthening the cooperation of students on the basis of independent study in curriculum implementation; On the common needs of people to meet the special needs of individuals.
