我国黄淮海平原土壤盐碱化的发生,受季风型气候的影响,与旱、涝关系密切,表现为盐由旱生,涝盐相随,先旱后涝,涝后又旱,旱、涝、盐碱交错为害。因此,旱、涝、盐碱必须同时兼治。过去对旱、涝、盐碱的治理,多采用单项措施,未能正确处理引、蓄、灌、排之间的关系,往往顾此失彼,不能综合防治旱、涝、盐碱危害,走了不少弯路。
