During the “7th Five-Year Plan” period, what are the strategic objectives for the development of commerce, services, and tourism in Guangzhou? I advocate concentrating efforts to establish a “civilian market.” The reasons are as follows: 1. The Guangzhou market has two radiating surfaces: one is the domestic market with a vast population of one billion people; the other is the vast Southeast Asian market with a population of one billion. Two billions of them are in the third world and their consumption levels are low. This objective condition determines that Guangzhou is suitable for the development of the “civilian market” in the near future. Second, the original commercial, service and tourism infrastructure in Guangzhou is weak. For a long time, due to the traditional concept of “emphasis on agriculture and suppression of commerce”, the commercial market has been fragmented and incomplete.
