一要摸清官兵的思想反映。官兵的思想是多层面的,而且经常处在一个不断变化的动态过程之中,一些老的思想问题解决了,新的思想问题又会出现,有时同一时期会有多种不同的思想反映。部队的政治教育虽然按照上级部署抓了落实,但并不一定就解决和回答了官兵的现实思想问题,教育的单一性与思想的多层次性之间的矛盾是始终存在的。因此,我们必须树立立体教育的观念,既要按上级的要求搞好教育,更要根据官兵的思想实际解决好现实思想问题。我认为,按上级要求完成了任务不等于解决了问题,只有解决了问题才算是真正地完成了任务。特别是在形势任务、环境条件、工作岗位发生变化等时机,在搞好正面教育的同时,必须围绕官兵关注的热
First, we must understand the thoughts and thoughts of officers and soldiers. The minds of officers and men are multifaceted and are often in a dynamic process of constant change. Some old ideological problems are solved, new ideological problems appear again, and sometimes different thoughts are reflected in the same period.
