雾霾污染实际上是一个产业结构和能源强度的问题。以天津市为例,在价值型投入产出表的基础上,结合利用能源平衡表等相关数据,探讨了编制混合型能源投入产出表的可行性。在此基础上,采用结构分解技术(SDA)分析了能源强度、技术进步和最终需求变动对天津各行业能源消耗变动的影响效应以及每个行业的贡献。最后,基于本文的分析结论,为天津市能源政策的调整和雾霾治理提出了一些具有针对性的政策建议。
Haze pollution is actually a problem of industrial structure and energy intensity. Taking Tianjin as an example, on the basis of the value-based input-output table and using relevant data such as energy balance sheets, the feasibility of compiling a hybrid energy input-output table was discussed. On this basis, the Structural Decomposition Technology (SDA) was used to analyze the effect of changes in energy intensity, technological progress, and final demand on energy consumption changes in various industries in Tianjin and the contribution of each industry. Finally, based on the analysis results of this paper, some specific policy recommendations are proposed for the adjustment of energy policy and smog governance in Tianjin.
