一、决定决策体制的优劣的因素 在不考虑决策层成员数量及决策权力分配方式情况下,企业领导决策体制的优劣程度取决于以下二个因素: 1、决策主体的素质高低 在其它条件相同情况下,决策主体(决策者)素质越高,决策体制越好;反之,亦相反。决策主体的素质特征要求的内容包括:(1)一般意义上的高智商、高智力创造力;(2)精通现代管理学、投资学等方面知识并能创造性地运用于实践;(3)坚毅、乐观、进取、胆大心细等人格品质;(4)对经营企业的敏锐感及经营企业的经历;(5)熟习本行业。比照这些要求,传统观念中对决策者素质条件的评价标准(企业家的标准)存在陈旧落后的方面,如传统体制导致人们太过于注重“交际型”与“表演型”人才。这有其以下客观原因:第一、现实生活中人情关系等重于市场交换关系,企业必须凭经营者的交际能力来处理企业对外对内各方面关系;第二、经营者的决策行为受各方面干扰及决策的结果滞后于决策的特点,导致企业经营状况不佳与经营者决策失误之间对应关系不明显,使企业经营者个人性格品质的魄力显得十分突出,并为人们普遍欣赏。
