近几年,房地产投机性需求日益增长和房价快速飙升,共同导致了房地产市场的非理性繁荣,也导致了房地产市场波动对银行体系资产质量的影响越来越大。为了防止房地产市场的风险最终转嫁给商业银行,抑制可能产生的泡沫,中国人民银行从2003年6月13日出台121号文件以来,实施了一系列新的房地产信贷政策,对房地产开发商的开发贷款、土地储备贷款、个人住房贷款、个人住房公积金贷款等方面提高了信贷门槛。一句话,中国人民银行严格的房地产信贷调控政策使得众多房地产商陷入融资“冬天”。
