今年元旦起开始施行的《广告服务明码标价规定》是由国家发展改革委员会和国家工商总局联合发布的有关调节“广告经营单位”行为的一个最新规范性行政命令。此《规定》只是原则性地规定政府价格主管部门是明码标价的管理机关,其价格监督检查机构负责对广告服务价格(收费)明码标价的内容、方式进行监制,并负责对广告经营单位实施明码标价情况进行监督检查,甚至可以依据《价格法》等相关法规对违规者进行行政处罚。由于《规定》中没有对违规事项的定义和细节做出明确描述, 所以本《规定》更像是一个行政意志对于广告经营单位必须执行“广告明码标价”的“公开、公平与诚信原则”做
