微观决策是作为权力在全球范围内行使的技术证明而出现的。鉴于全球可访问性和社会领域的广泛性,数字网络的传输形式已经表明微观决策根深蒂固地存在于人们的当下生活中,而这一点似乎一直到斯诺登泄密事件之后才引起足够重视。本文通过探讨数字网络的主权之战、网络的中立性、数据包的收集方式、控制和监视、社会性和技术等问题,致力于寻求微观决策发生的地点和时间,而这些发生在数据节点的中断现象能够帮助我们了解微观决策的政治维度。
Micro-decisions emerge as technical proof of the exercise of power globally. In view of the global accessibility and the wide range of social fields, the transmission of digital networks has shown that micro-decisions are deeply entrenched in people’s immediate lives and this seems not to have been given enough attention until the Snowden leak. This article seeks to determine where and when micro-decisions take place by examining the battle of sovereignty over digital networks, network neutrality, how data packets are collected, control and surveillance, social and technical issues that occur at data nodes Interruptions can help us understand the political dimensions of micro-decision making.
