一、知识经济概念的提出 知识经济一词,最早是出现在联合国一个研究机构1990年度的报告中。之后,在1996年被世界经济合作与发展组织(OECD)正式用作概括当时在全球兴起的以知识为基础的新经济后,很快就成为一个时代的概念在世界上引起广泛注意。它对我们的最大启示是:知识已成为最重要的资本形态即知识资本,并成为生产要素中最活跃的起决定作用的因素。1998年以来,我国的各界,特别是经济界的人士,开始对这一新的经济形态,展开了热烈地讨论。所谓知识经济,是指建立在知识的生产、分配和使用(消费)之上的经济。人力资本和技术是知识经济的主要推动力;高科技产品和信息服务部门是知识经济的支柱;强大的科学系统是知识经济的坚强后盾。知识作为经济资源,可经无数次使用而自身并不减少,可以无损使用,而且使用得越多,体现的价值越高。它还可以供许多人同时享有和使用,较少受时空的局限;知识更易于传播和处理,并能以很低的成本进行复制,并在使用中还能产生更多的知识。可见,是否具备掌握不断推陈出新的知识的能力,是否拥有大量高素质的人才资源,是否真正形成崇尚知识、尊重人才的社会氛围,决定着今后一个国家和民族能否在知识经济占主导地位的21世纪中立于不败之地。

Since 1998, people from all walks of life in our country, especially from the economic circles, have started a lively discussion on this new economic form. The so-called knowledge economy, refers to the establishment of knowledge production, distribution and use (consumption) above the economy. Human capital and technology are the main driving forces of the knowledge-based economy. High-tech products and information service are the pillars of the knowledge-based economy. A strong scientific system is the strong backing of the knowledge-based economy. As an economic resource, knowledge can be used numerous times without diminishing itself and can be used without any loss. And the more you use it, the higher your value will be. It can also be enjoyed and used by many people at the same time, with less time and space limitations; knowledge is easier to disseminate and process, can be copied at a lower cost, and produces more knowledge in use. It can be seen that whether or not we have the ability to master continuously updated knowledge, whether we have a large number of highly qualified human resources, whether we truly form a social atmosphere that advocates knowledge and talent, and determines whether or not a country and a nation can play a leading role in the knowledge economy in the future The century is invincible.
