建设高素质的税务干部队伍,是做好新时期税收工作的重要保证。近几年,我们鸡西市国税局以开展国税文化建设为载体,把文化管理理念引入税收工作实践,以人为本,文化育人,不断提高了全局干部的综合素质,探索了新形势下加强队伍建设的新途径、新方法,取得了比较好的效果。一、积极的思考1994年税制改革以来,税收在国家经济生活中的重要地位日益显现,税收的职能作用也得到比较充分的发挥。与此同时,税收也成为少数不法分子铤而走险、妄想侵蚀的目标,税务干部面临着严峻的腐蚀与反腐蚀的考验。近几年,在我国发生的多起特大税案,说明了这一点。我们鸡西局的情况也不乐观,建局8年来,有10多名干部因为触犯法律,而受到刑事、行政和党纪处分。分析这些情况,不能不引起我们的深思:多年来,对干部进行廉政教育和执法监督,始终
