随着经济全球化、政治民主化、社会现代化的深入推进,为构建全方位开放的新格局,进一步融入全球经济体系,我国将一贯坚持对外开放的基本原则,从战略的高度提出了“一带一路”。“一带一路”的倡导,不仅是我国扩大和深化对外开放的需要,同时也是提高我国经济社会的综合实力和全面推进建成小康社会的重大战略。在“一带一路”格局下,必须通过推动社会治理创新来实现长期制约生产力发展的政治、经济、社会、文化、生态等诸多方面的制度改革。十八届三中全会强调,推进社会治理体系和治理能力现代化是全面深化改革的总目标,创新社会治理体制,以确保人民安居乐业、社会安定有序。这充分体现了我们党对社会治理问题的高度重视。近年来,社会治理创新也成为学术界研究的热点。本文试图对“一带一路”格局下当前我国的社会治理创新困境进行探索及研究,并提出社会治理创新的一些新路径。

The Third Plenary Session of the 18th CPC Central Committee emphasized that the promotion of the social governance system and the modernization of governance capacity are the overall objective of deepening the overall reform and innovating the system of social governance so as to ensure the people live and work in peace and order and social order and stability. This fully shows that our party attaches great importance to the issue of social governance. In recent years, social governance innovation has also become a hot spot in academic research. This paper attempts to explore and study the current dilemma of social governance innovation in China under the ”Belt and Road" pattern and put forward some new approaches to social governance innovation.
