职业教育可以分解为理论学习、学习操作、文凭授予和就业安置四大要素,因要素的配置不同,各个国家形成的职业教育体系并不一致。我国职业教育学历文凭和职业资格证书并重制度明显带有机械照搬外国经验的痕迹,有些地方需要改进。我们应当顺应中国国情,在突出学校教育和学术文凭的同时注重实际训练,而职业资格证书应当体现在职业继续教育。
Vocational education can be broken down into four major elements: theoretical study, study operation, diploma award and employment placement. Due to the different allocation of factors, the vocational education system formed in various countries is not consistent. The system of equal emphasis on both vocational education diploma and vocational qualification certificate in our country clearly shows the traces of mechanically copying foreign experience, and some places need improvement. We should conform to China’s national conditions, pay attention to practical training while emphasizing school education and academic diplomas, and vocational qualification certificates should be reflected in vocational continuing education.
