在市场经济逐步深化的进程中,如何有效地控制工程造价,如何使造价良性地为经济服务,是工程造价管理的热点问题。目前我国市场经济体制,要求有一个由市场形成价格的机制,即利用经济杠杆作用形成市场价格,实现市场交易行为。从长远的观点看,建筑产品的价格也要由市场形成。然而,定额是确定建筑实物工程消耗量的依据,也是建筑工程标准化管理在造价管理中具体体现。要想建立和完善社会主义市场经济体制,规范建筑市场,实现国家对工程造价的宏观调控,就要充分发挥定额的指导作用。
