截至2006年12月底,全国共有14个省区完成了省市县乡四级党委换届工作。目前,全国已换届的省、市、县三级党委班子,除民族地区外,书记、副书记基本上都按照“一正两副”模式配备。但包括党建专家、组工干部和地方党委越来越意识到,换届以后党委班子运行中面临一些新的问题,诸如一把手如何决策、受到监督,专职副书记分工,规范用人以及纪委职能的落实等。尽快摸索、建立、完善班子运行新机制是当务之急。
By the end of December 2006, a total of 14 provinces and autonomous regions in China had completed the general election of Party committees at the county, township, and county levels. At present, the party committees and groups at the provincial, municipal and county levels that have been reelected throughout the country are basically equipped with the “one positive, two vice” models except the ethnic regions. However, party building cadres and local Party committees, including party building experts, are becoming increasingly aware that there are some new problems in the operation of Party committees after the change of session, such as how top leaders make decisions, being supervised, the division of labor of full-time deputy secretaries, the standardization of employment and the implementation of the functions of discipline inspection commission . As soon as possible to explore, establish and improve the new mechanism for the operation of the team is a top priority.
