竞争性选拔作为干部选任的重要方式之一,经过多年的实践,已被各级党委和广大干部群众所认知。然而,随之产生的“高分低能”现象,影响了竞争性选拔干部工作的健康发展。山西省委组织部考试中心紧密结合全省近年来竞争性选拔工作实际,采取实地调研、问卷调查、深度访谈、小型研讨等方式方法,对这一问题进行了深入研究。一、“高分低能”的种种表现
