In 2009, Japan made two changes to the Fire Services Act in response to the great earthquake. One is about improvement of disaster prevention system to deal with earthquake disaster and the other is improvement of firefighting equipment standard for earthquake. In the past, for large-scale buildings or commercial facilities, it was stipulated that fire managers should be identified and the fire manager had an obligation to prevent fires. However, in the event of a major earthquake, multiple secondary disasters are occurring at the same time.
