随着我国经济体制的改革,化工矿山企业实行了各种形式的承包制与经济责任制,调动了人们的生产积极性。然而,一些企业在设备管理工作中仍然存在着拼设备的现象。有的只考核利润或产量,如对汽车司机只考核运量、油耗、安全等指标,而对车辆完好率、检修周期与质量、车辆承包前后状况未予考虑或者考核指标偏低;有的虽然有考核的要求,却缺乏严格考核验收制度,出现奖重罚轻与扯皮现象;等等。
