自1940年4月起德国在欧洲发起军事攻势,日本乘机在法属越南攫取军事和经济特权。国民政府为保障西南国际交通和西南根据地的安全,希望达成中法在越南的军事合作,即一旦日军侵入越南,中国可派兵入越进行协防。但由于自身军事缺陷,且未得到法、英、美诸国的切实配合,国民政府在派兵入越作战的谋划和筹备过程中遭遇重重困难。在法越当局屈服于日军使其进占越南北部的情况下,国民政府决定暂时搁置派兵入越计划,转而加强同英、美的军事合作交涉。
Since April 1940, Germany has launched a military offensive in Europe. Japan took the opportunity to seize military and economic privileges in France and Vietnam. In order to guarantee the security of southwestern international traffic and southwestern base areas, the National Government hopes to reach military cooperation between China and France in Vietnam. That is, once the Japanese invade Vietnam, China may send more troops to assist in the defense. However, due to its own military shortcomings and without the effective cooperation of France, Britain and the United States, the Kuomintang government has encountered numerous difficulties in the planning and preparations for sending troops to Vietnam. In the event that the French and Vietnamese authorities succumbed to the Japanese invasion into northern Vietnam, the national government decided to temporarily put aside its plan to send more troops into force and instead intensified its military cooperation and negotiations with Britain and the United States.
