机关事业单位养老保险制度改革是建立社会主义市场经济体制的必然要求,是社会保障制度改革的重要组成部分,因此,必须进行改革。改革要按照党中央、国务院关于建立多层次的社会保障体系的总体要求,逐步建立健全与市场经济体制相配套,与社会生产力发展水平相适应,与各项人事制度改革相衔接,既体现机关事业单位特点和规律,又与企业、农村养老保险相协调的社会保险制度。从而增强机关事业单位的活力,促进人才的合理流动,减轻国家财政负担,保障机关事业单位离退休人员的基本生活,有利于经济发展、社会进步、人事制度改革和勤政廉政建设。
