2015年民生银行内设“夫人俱乐部”10余人“吃空饷”和2017年河南一警官女儿10岁当公安领工资等事件引起新闻媒体和社会公众高度关注与普遍不满。因为“吃空饷”行为不但背离了社会主义核心价值观和按劳分配原则,而且违反了社会主义道德和依法治国方略。遗憾的是,改革开放以来,国有单位“吃空饷”问题却屡禁不止,屡禁不绝,严重地损害了社会的公平正义,迫切需要予以遏制和根治。因此,考察“吃空饷”的含义和形式、分析国有单位存在“吃空饷”问题的危害及成因、探讨减少和消除国有单位存在的“吃空饷”现象的对策与措施,就显得十分必要。
