核电厂营运单位的应急响应能力是核电厂安全运营的重要保障。在核事故中,核电厂营运单位成功实施应急响应是缓解事故进程、控制事故后果,保护人类健康和环境安全的关键途径。因此,核电厂营运单位应急响应能力建设能否支持其成功应对核事故,已成为业界关注的重点。本文在核电厂营运单位应急响应能力评估方法的基础上,研发了核电厂营运单位应急响应能力评估软件平台,用于辅助核电厂营运单位应急响应能力评估方法的推广应用。结合已经形成的应急响应能力评估准则,分析了应急响应能力评估方法运用中的需求、提出的软件功能共含有7项,包括用户管理、性能指标的计算与数据维护、检查发现的资料管理与评价结果呈现、内部管理流程、综合评价、电厂管理、评估准则和关注点管理,并介绍了功能的软件实现。
The emergency response capability of NPP operators is an important guarantee for the safe operation of NPPs. In nuclear accidents, successful implementation of emergency response by NPP operators is a key way to mitigate the accident process, control the consequences of accidents, and protect human health and environmental safety. Therefore, it is the focus of the industry that the NPP operator’s ability to respond to emergencies can support its successful response to a nuclear accident. Based on the evaluation method of emergency response capability of NPP operators, this paper develops a software platform for emergency response capability evaluation of NPP operators, which is used to assist the popularization and application of emergency response capability assessment methods of NPPs. Combined with the assessment criteria of emergency response capabilities that have been formed, the requirements of emergency response capability assessment methods are analyzed. The proposed software features a total of seven items including user management, calculation and maintenance of performance indicators, data management and evaluation of inspection findings Results presentation, internal management process, comprehensive evaluation, plant management, evaluation criteria and focus management, and introduction of functional software implementation.
