国内关于“市场换技术”战略有效性的争论,实质是技术引进后如何进行技术创新的问题。印度汽车工业也推行“市场换技术”的战略,并经历了曲折的发展历程,最终得以异军突起。其成功的关键在于政府、企业和企业家的协调合作,即政府发挥法规制定者和市场引领者的作用,企业发挥技术创新的主体作用,企业家发挥技术创新企业化的作用。中国汽车工业在坚持“市场换技术”战略的同时,应进行技术创新,实现“引进、消化、吸收、创新”的目标。
The debate over the effectiveness of the “market for technology” strategy in China is essentially the question of how to carry out technological innovation after the introduction of technology. The Indian automobile industry also pursued a strategy of “market-for-technology” and experienced a tortuous course of development that eventually led to a sudden emergence. The key to its success lies in the coordination and cooperation between the government, enterprises and entrepreneurs. That is, the government plays a role as the regulator and market leader. Enterprises play the main role of technological innovation and entrepreneurs play the role of technological innovation and entrepreneurship. While insisting on the strategy of “market for technology”, China’s auto industry should make technological innovations and achieve the goal of “introducing, digesting, absorbing and innovating.”
