诺贝尔经济学奖获得者克莱因曾这样忠告中国的经济学家,“不要期待年年好光景”。其原因有二:中国经济欲和世界经济接轨,不能不受世界经济周期性波动之影响,经济持续高速增长本身会带来许多相关的问题,代价很大,成本很高。周期性波动,是市场经济那只无形的手的具体表现形式。因此,“反周期”,就成为许多政府“有形的手”的努力方向。广州的“反周期”政策,似乎给大洋彼岸的克莱因教授提供了一个有意义的反证。
Klein, the winner of the Nobel Prize in economics, once advised Chinese economists that “we should not expect a good year ahead.” There are two reasons for this. China’s economy wants to be in line with the world economy and can not be affected by the cyclical fluctuations in the world economy. The sustained rapid economic growth itself will bring about many related problems at a great cost and high cost. Cyclical volatility is the concrete manifestation of the invisible hand of the market economy. Therefore, “countercyclicality” has become the direction for many government “physical hand” efforts. Guangzhou’s “countercyclical” policy seems to provide a meaningful counter-argument to Professor Klein across the Atlantic.
