二、上海产学研战略联盟的瓶颈产学研合作主体内部都不同程度地存在着影响合作的因素,如企业内部缺乏创新主体的意识与氛围,缺乏“二次创新”的能力,缺乏管理合作的能力等等;学研方面存在着技术供给不成熟,科研成果缺乏市场价值,科研人员成果转化和专利意识不强等等,但是,从制约上海产学研战略联盟的瓶颈因素来看,主要有以下几点:(一)体制衔接仍存在障碍 Second, the bottleneck of Shanghai’s production, study and research alliances The main factors that influence cooperation are the internal factors such as the lack of awareness and atmosphere of innovation entities within enterprises, the lack of capacity of “secondary innovation” and the lack of capacity of management cooperation Etc.
